Criminal Justice Commission [LPCC]; requires Criminal Justice Standards & Training Commission to adopt rules for implementation of federal Law Enforcement Officers Safety Act of 2004; requires commission to develop & authorize issuance of uniform firearms proficiency verification card; authorizes use of specified facilities operating firing ranges for testing of persons other than law enforcement officers. Creates 943.132.
