High-Occupancy-Vehicle Lanes; provides definitions; provides for use of high-occupancy-vehicle lanes by vehicle fueled by natural gas or biodiesel; provides for issuance of decal authorizing such use by HSMV; authorizes fee for decal; provides for distribution of funds from sale of such decals to Highway Safety Operating Trust Fund. Amends 316.0741.
