Female Genital Mutilation [SPCC]; defines term "female genital mutilation"; provides that person who commits said mutilation upon female younger than 18 years of age commits felony of first degree; provides that parent or guardian who consents to said mutilation of his or her female child who is younger than 18 years of age commits felony of third degree; provides that consent is not defense to offense of said mutilation, etc. Creates 794.08, amends 921.0022.
