Lake Okeechobee Protection Program [RPCC]; expands said program to include protection of Caloosahatchee & St. Lucie Rivers & their estuaries; provides for Caloosahatchee & St. Lucie River Estuary Protection Program, including Estuary Protection Plan, Estuary Construction Project, Estuary Watershed Pollutant Control Program, & Estuary Research, Water Quality, & Habitat Monitoring Program; revises requirements re annual progress report of SFWMD, etc. Amends 373.4595,.036.
