Cellular Telephone Solicitation [EPCC]; defines terms "cellular telephone," "electronic serial number," & "mobile identification number"; prohibits telephone solicitor from making unsolicited telephonic sales call to any telephone number assigned to cellular telephone service without prior consent of subscriber to said service; conforms cross-references. Amends 501.059,.603, 648.44.
