Public Health System/DOH [SPCC]; revises intent of Legislature regarding mission of state's public health system, DOH's duty to monitor & regulate factors in environment which affect public health, & functions of public health system re local planning & development activities; provides additional legislative intent re improvement of land use planning & growth management process by planning agencies. Amends 381.001.
