Motor Vehicles/Changing Lanes [EPCC]; prohibits driving outside authorized lanes or within pavement markings or traffic control devices except where explicitly authorized; provides exceptions; prohibits vehicle from entering certain queues of slow-moving traffic; provides penalty. Amends 316.085.
