Motor Vehicle Dealers [EPCC]; revises provisions for grounds for denial, suspension, or revocation of license of motor vehicle manufacturer, factory branch, distributor, or importer licensed by HSMV to enter into franchise agreements with dealers; revises procedures for determination that discontinuation, cancellation, or nonrenewal of franchise agreement by applicant or licensee is unfair, etc. Amends 320.64,.641.
