State Aid to Public Libraries [RPCC]; revises grant eligibility criteria for multicounty libraries; revises determination for & amount of base grants; revises eligibility criteria, calculation, & determination for equalization grants; limits grants & grant amounts under specified conditions; removes requirement for issuance of warrants to political subdivisions eligible for certain funding; removes limit on amount of library cooperative grant. Amends Ch. 257.
