Special Districts [RPCC]; provides for periodic abolition & examination of special districts in state; provides criteria for determining performance of special district & whether it should be revived; provides duties of DCA; provides procedures re newly created districts, to districts that appear in more than one function classification, & to districts certification of which was inadvertently omitted, etc. Amends 218.39; creates 218.395.
