Alcoholic Beverages [EPCC]; clarifies prohibition against allowing person younger than 21 years of age to consume alcoholic beverages at premises licensed to sell alcohol; provides that penalty of suspending or revoking driver's license or privilege for offense of unlawfully serving alcoholic beverages to person younger than 21 years of age applies to persons older than 18 yrs. of age; requires that report be submitted to Governor & Legislature, etc. Amends FS.
