Title Insurance/Premiums/Rates [EPCC]; requires title insurers to make annual filings re premium rates; requires OIR to review rate filings in order to determine if rate is excessive, inadequate, or unfairly discriminatory based upon certain standards; prohibits person from knowingly quoting, charging, accepting, collecting, or receiving premium for title insurance unless premium is approved by office, etc. Amends 627.777,.780; repeals 627.782,.783.
