Protection and Restoration of Seagrass Beds [RPCC]; creates pilot program for restoration of seagrass beds within specified counties & related natural resources; provides that careless operation of vessel outside marked channel which causes propeller scarring in acquatic preserve is civil infraction; requires OPPAGA to evaluate recreational marine industry & report to Legislature; increases number of members of Boating Advisory Council, etc. Amends 253.04, 327.73,.803, 403.1651.
