Religious-Exempt Child Care Programs [SPCC]; cites act as "Zaniyah Hinson Act"; provides that child care program affiliated with religious congregation or religious school is exempt from regulation by DCFS as religious-exempt child care program; requires recognized accrediting agency to conduct initial onsite review; prohibits recognized accrediting agency for religious exemption from owning, operating, or administering certain programs, etc. Amends 402.316.
