Biofuel/Development & Use; directs Agriculture Commissioner to provide financial incentives to encourage farmers to grow certain feedstock for production of biofuels, encourage persons to produce & sell certain biofuels, & encourage local government & others to consume certain biofuels; requires competitive process in selecting projects to receive incentives; requires persons whose project is funded to provide written reports, etc.
