Discount Medical Plans; requires that member who cancels his or her membership within specified time after receiving membership card receive reimbursement of periodic charges; requires discount medical plan organization to file with Insurance Regulation Office certain yearly or monthly charges if plan includes services provided by licensed physician or other specified services, etc. Amends 636.202,.208,.216,.230,.244; creates 636.246.
