Renewable Energy/Net Metering [RPCC]; defines term "net metering"; cites act as "Florida Net Metering Conservation Act"; directs PSC & DEP to develop rules requiring all electric utilities to develop net metering programs; provides for customer to receive credit for electricity generated by renewable energy systems owned by customer; directs PSC & DEP to adopt rules setting standards for said systems must meet for customers to qualify for program. Amends 377.803; creates 377.805.
