Textbook Affordability; prohibits certain actions of community college or state university employees re student purchase of required textbooks; authorizes receipt of certain instructional materials, compensation, & training; requires student notification of required textbooks; requires adoption of specified policies & practices to minimize cost of textbooks; requires study & report by OPPAGA. Creates 1004.09.
