Foster Care & Related Services [SPCC]; provides for general liability insurance coverage for community-based provider staff under certain circumstances; removes requirements that community-based provider staff obtain certain liability insurance coverage; establishes long-term contracting & third-party oversight program; requires that fiscal, administrative, & programmatic monitoring be conducted by third-party entities, etc. Amends 409.1671,.175.
