Tax Credit/Research & Development Expenses [EPCC]; provides legislative intent re state research & development tax credit; provides tax credit for businesses having qualified research expenses; provides that tax credit is 10 percent of excess over base amount; provides that any unused credit may be carried forward for up to 10 years following close of tax year in which qualified expenses were incurred; provides for maximum credit amount, etc. Creates 220.194.
