Manatee County Port Authority; amends special act to provide for lease of sovereign submerged lands adjacent to Port Authority's boundaries from Board of Trustees of Internal Improvement Trust Fund; defines territorial boundaries of submerged lands; provides for development of Port Master Plan; provides for acceptance of plan by board of trustees; provides for determination that port projects within accepted plan are in public interest.
