[RPCC]; prohibits member of committee from having certain interests in contracts or benefits awarded by committee; provides for committee to be located within Legislative Services Off. for administrative purposes; revises amount of appropriation to local govts. & school districts of proceeds from excise tax on documents; repeals provision re Century Commission for Sustainable Fla., etc. Creates 11.74; amends 201.15; repeals 163.3247. APPROPRIATION: $550,000.
