Developmental Disabilities Institutions [SPCC]; requires APD to give written notice to certain specified persons if agency proposes to close or reduce by more than 10 percent resident population of developmental disabilities institution; requires Governor & Cabinet to hold public hearing & that notice of public hearing be given in specified manner; requires agency to conduct study & prepare report on feasibility of alternate facility, etc. Creates 393.35.
