Developmental Disabilities Institutions; provides legislative intent; requires APD to submit plan to Governor & Legislature if agency or Legislature proposes to close or reduce by certain percentage resident population of developmental disabilities institution; provides for content of plan; authorizes Governor to approve plan to close or reduce population of institution; provides that Governor's decision is not binding on Legislature, etc. Creates 393.35.
