Building Permits [EPCC]; clarifies provisions requiring that applicant for said permit record notice of commencement before permit is issued if contract involves greater than specified amount of money; revises requirements for notice that appears on permit card & on application for said permit; authorizes authority that issues said permits to accept notices of commencement in electronic format, etc. Amends 713.135.
