Transfer of Real Property/Surtax [RPCC]; authorizes governing body of certain counties & municipalities to levy, pursuant to ordinance or referendum, surtax on documents that are subject to excise tax levied under specified provision; requires governing body to notify DOR of imposition, termination, or rate change of surtax; provides certain restrictions on imposition & increase of impact fees if governing body of county or municipality also levies surtax, etc. Creates 201.032.
