Communications Services Tax; decreases rate of tax; requires dealers to document exempt sales for resale; provides requirements & procedures; provides for dealer provision of evidence of exempt status of certain sales through informal protest process; limits local governmental authority to make certain rate adjustments in tax under certain circumstances, etc. Amends 202.12,.16,.18,.20.
Effective Date: Upon becoming law except as otherwise provided
