Commission on Human Relations [EPCC]; defines term "complaint" for purposes of Civil Rights Act of 1992; authorizes commission to require by rule additional information be included in complaint; provides for conciliation agreement if unlawful discriminatory practices are discovered; provides remedy in form of civil action if said practices continue; authorizes commission to initiate civil action in name of state on behalf of aggrieved person, etc. Amends 760.02,.11.
