Public-Records Exemption/Lifeline Assistance Plan [RPCC]; creates exemption from public-records requirements for personal identifying information concerning participant in telecommunications carrier's Lifeline Assistance Plan held by Public Service Commission; provides exception; provides penalty for intentional disclosure of confidential & exempt information by officer or employee of telecommunications carrier; provides for review & repeal; provides statement of public necessity. Creates 364.107.
