Driving Without Valid License; creates "Deputy Michael Callin, Michael Haligowski, & Deputy Ryan C. Seguin Memorial Traffic Safety Act"; authorizes court to withhold adjudication of certain violations re driving without valid license if person cited meets certain conditions; provides for application of certain penalty provisions to person who does not have valid driver license or whose driver license or driving privilege has been disqualified, etc. Amends Chs. 318, 322, 932.
