Agents of HSMV Departments; provides duties of license tag agents re issuing vehicle registrations, license plates, & validation stickers; prohibits employee of tax collector or license tag agent from contracting with or being employed by certain entities that process titles or registrations for motor vehicles; provides duties of license tag agents re issuing vessel registrations & vessel numbers & decals, etc. Amends 320.03, 328.73.
