Tobacco Education & Prevention; requires DOH to conduct statewide tobacco education & prevention program; establishes components of program; creates Tobacco Education & Prevention Advisory Council; requires Health Secretary to award grants in consultation with council; provides for appointment of peer review panel to review proposals for funding; specifies use of funds appropriated under program, etc. Creates 381.84.
