Transportation/M.P.O.'s; authorizes metropolitan planning organizations & certain separate entities to establish per diem & travel reimbursement rates; defines term "metropolitan planning organization" for purposes of FRS Act; provides for M.P.O.'s to participate in FRS; provides for enforcement of certain employer funding contributions required under FRS; provides for M.P.O. officers & staff to claim credit for past service for retirement benefits, etc. Amends FS.
