Substance Abuse Programs/Inmates/DOC [LPCC]; requires DOC to assess needs of all inmates for substance abuse treatment services & to provide inmates with individualized services; requires person under supervision of dept. to participate in & complete substance abuse treatment & rehabilitation program in order to be eligible for employment by any agency of state or to apply for license, permit, or certificate required by any agency of state, etc. Amends 397.754, 775.16, 944.473.
