Fixed-Payment Service Delivery System/AHCA; requires AHCA to implement federal waivers to admininister model fixed-payment service delivery system for Medicaid recipients with developmental disabilities; provides for implementation of system on pilot basis in certain areas of state & for mandatory enrollment in system pilot areas; requires agency to receive specific authorization prior to expanding system, etc. Amends 409.912.
