Ad Valorem Taxes/Discretionary Sales Surtax [FPCC]; constitutional amendment to provide for ad valorem tax exemption for tangible personal property, clarify that ad valorem tax relief to renters may be provided in form of tax relief to owner of property, authorize counties & school districts to grant homestead property exemption & impose discretionary sales surtax upon approval by referendum, etc. Amends ss. 3, 6, 9, Art. VII; creates s. 19, Art. VII, s. 27, Art. XII.
