Documentary Stamp Taxes; deletes provision re distribution of proceeds from excise tax on documents to Public Education Capital Outlay & Debt Service Trust Fund; deletes provisions re distributions from such trust fund for specified programs; deletes reference to certain moneys paid into such trust fund & to moneys set aside for distribution to specified program; deletes provision re distributions from such trust fund for specified program. Amends 201.15, 1013.64,.65,.738.
