Sand Source Management/Beach Erosion; revises provisions re rigid coastal armoring structures; authorizes permitting for projects incorporating geotextile containers & similar structures under certain conditions; requires DEP to remove certain containers & structures under certain conditions; directs DEP to develop & maintain inventory of identified offshore sand sources as part of its comprehensive long-term beach management plan, etc. Amends Ch. 161.
