Just Valuation/Factors to Consider [RPCC]; deletes requirement that property appraisers consider highest & best use of property as factor in arriving at just valuation; requires property appraisers to use only income factor in arriving at just value of income-producing properties; amends provisions to conform; provides application. Amends 192.011, 193.011,.015,.017.
