Just Valuation of Property [FPCC]; provides for consideration of zoning changes & permits in determining highest & best use; includes cost of removal of tangible personal property as consideration in net sale proceeds factor; provides for consideration of value adjustment board decisions for all properties; revises criteria for presumption of correctness of ad valorem taxation assessments & burden of proof in actions challenging such assessments, etc. Amends Chs. 193, 194.
