Onsite Sewage Treatment/Disposal [SPCC]; requires periodic inspections of Onsite Sewage Treatment & Disposal Systems; requires sellers of real property on which said system is located to notify buyer of certain requirements in writing; provides that failure to comply with inspection requirement does not constitute lien, encumbrance, defect, or restriction on title; authorizes DOH to seek administrative remedy for noncompliance, etc. Amends Ch. 381.
