Adoption; provides that person who is homosexual is eligible to adopt child under certain enumerated circumstances; requires that certain eligibility criteria be met by clear & convincing evidence; provides that person who is homosexual is eligible to adopt child if child's parents are deceased, person proposing to adopt child is guardian of child, & certain additional specified conditions have been met, etc. Amends 63.042.
