K-8 Virtual School Program; provides mission for K-8 Virtual School Program; revises eligibility requirements for school participation & student enrollment; removes provisions re pilot K-8 Virtual School Program; provides for funding from General Appropriations Act & authorizes schools to receive other funds; prohibits school from increasing enrollment until it achieves specified performance grade category, etc. Amends 1002.415.
