Patient Safety/Provider Liability [SPCC]; creates "Patient Safety & Provider Liability Act"; specifies certain authorized insurers who may make available liability insurance; provides limitation on noneconomic damages for hospital facility that complies with certain patient-safety measures; provides requirements for hospital to demonstrate that it is engaged in common enterprise for care & treatment of patients, etc. Amends Ch. 766, 768.77. APPROPRIATION: $299,041.
