Health Care/Small Business; establishes pilot program in certain counties to provide rebates to small businesses providing comprehensive major medical health insurance coverage for employees; requires employer & employee participation in certain costs; provides for additional eligibility for certain businesses; provides for funding of program from local governmental agencies within counties & matching funds from state, etc.
