Home Court Advantage Pilot Program; requires adoption of certain rules & procedures by Florida Land Sales, Condominiums, & Mobile Homes Div. for establishment of pilot nonbinding arbitration program in Hillsborough Co. & Pinellas Co.; authorizes filing of dispute; authorizes parcel owner or homeowners' association to commence proceeding; provides procedures for filing of complaint; provides qualifications for arbitrators, etc. Creates 720.501-.507.
