Rec./Medical Records/Agency [SPCC]; creates exemption from public-records requirements for individual's medical records held by agency; defines term "medical record"; provides for exemption to apply retroactively; provides that exemption does not supersede any other applicable exemption; provides for future legislative review & repeal under OGSR Act; provides statement of public necessity. Amends 119.071.
