Environmental Permitting; authorizes certain dry slip storage to be constructed under specified conditions; revises provisions requiring DEP to develop & utilize mechanism consolidating federal & state wetland permitting programs; authorizes implementation of state programmatic general or regional general permits by DEP & WMDs for certain dredge & fill activities; requires DEP & WMDs to provide applicants with written notice of permit denial, etc. Amends FS.
