Public Utility Payment Methods [RPCC]; provides legislative intent re method of payment by customers for public utility services; requires units of local government & public utility companies that provide said services to accept, by specified date, certain financial instruments as payment for services rendered to utility customers; authorizes said government or utility company to charge customers fees & service charges for using credit & debit cards, etc.
