Hurricane Catastrophe Fund/Sales Tax; provides for distribution of certain revenues from tax on sales, use, & other transactions to Florida Hurricane Catastrophe Fund; redefines term "retention"; decreases threshold amount of loss above which insurer is entitled to reimbursement from fund. Amends 212.20, 215.555.
